These cards used to be distributed by local senior centers, but they are now issued by the North Carolina Division of Health and Human Services office.
The NC DHHS is aware of a backlog of inquiries for the Senior Tar Heel Card. The only organization authorized to issue these cards is the NC DHHS. We apologize for any inconvenience this backlog may cause; the NCHSAA cannot issue the card or assist in fulfilling requests for a card.

Individuals 60 years and older must:
- Send an email to Tiffany McDougal at tiffany.mcdougald@dhhs.nc.gov,
- Include name, complete mailing address, zip code, and contact phone number.
Senior Tar Heel Cards are honored at all NCHSAA playoff contests. Most schools honor the card during the regular season, although it is not required.
Lifetime Athletic Pass Criteria
Individuals must have at least 25 years of combined service as
- a superintendent or city county athletic director at an NCHSAA LEA/PSU or
- a principal, assistant principal, coach, or athletic director at an NCHSAA member school.
NOTE: At least one-half of the years of service must have been as an administrator.
